Establish a dedicated Restorative Justice Fund by allocating the $3.5 million received by the City following adoption of the Second Amendment to the Development Agreement with the RAND Corporation. 2. Create a formal City Council established Santa Monica Restorative Justice Commission to develop Restorative Justice Program details and criteria. 3. Authorize staff to secure the services of an independent administrator to support the efforts of the Restorative Justice Commission in developing and administering the City’s Restorative Justice Program. 4.
